When the butler catches the maid "trying on" a few things that belong to the lady of the house, he decides it's time for him to take a (pretty light) hand. The maid? I'd say she's taking it well...
I looked up that film (no pun intended) and other than 'romp' with a 3 letter word before romp it isn't desperately informative but I am not sure that lady is a maid (no pun intended) I think the lady is a lady enjoying a romp.
I do believe these two ladies are being cheeky with you and testing your resolve, Doctor. I just watched the film on Dailymotion and the young woman in question is most assuredly the maid, in fact she is Mimi the French maid!. You see her in the first four minutes of the film in that role. Surely some form of formal reprimand is in order? Alas, you are the Doctor, so I leave it in your capable hand! As the film takes place in a country manor called Cocksure Manor, I trust the ladies in question may not be so, after your discussion!

The butler (named Hampton in the film) is played by Neil Hallett, and the actress over his knee is Francois Pascal, and in one synopsis of the movie, gets this description--"Francoise Pascal and Mary Millington as a pair of sexy maids."
