This is from a comedy show called the two ronnies. It was seen several years ago in a sketch about a world run by women. The two ronies belonged to a underground resistance group who met secretly to see this sort of action.
It's from The Two Ronnies, a British sketch comedy show. They had an ongoing story called The Worm That Turned, which imagined a Britain in which men were subservient to women. The clip is from a film shown at an underground club for slightly rebellious men, and was shot for the show when they couldn't find an appropriate scene in a John Wayne film. The girl being spanked is an extra.
I wonder who the anonymous man in the picture is? Could it be Ronnie Barker himself? The girl was apparently a volunteer from among the extras. Barker was a collector of mildly erotic postcards and pictures and published altogether nine (sic) volumes of them, which were no doubt popular as Christmas presents for Grandad. He included only three spanking pictures: one each in Sauce (1977), Ooh-La-La! The Ladies of Paris (1983) and Pebbles on the Beach (1985). All are out-of-print now of course, but no doubt available on bookfinder.com

Petruchio -- No way of telling, unless the credits of that particular show identify the participants.
